For now, the game is still in early access. Once the game is finished, will the creation of maps and other content be in GeForce now?

Hello, unfortunately no.
The creation of additional maps and content will happen inside the Unreal Engine Editor. Installing and editing content will require permissions that you do not have when using Geforce Now.
You'll also likely also want to use other programs on your pc to interact with the editor.
There are other providers that offer you full access to a remote PC. Although I doubt the pricing is gonna be quite as good as Geforce now.
