This is common on Laptops. They default to the integrated graphics card to save battery, unless you run in performance mode, or manually specify that something should run with high performance.
Mine is a desktop and they're 2 different things. I meant the Graphics setting under System -> Display (see the attachment).
For Windows 11, if you don't manually change the Windows custom graphics settings of "The Bus.exe" to "High performance", the "Let Windows decide" option will actually enable "Power saving" mode, which causes the game to stutter.
